Yes, you can sign into your Apple Developer account on MacinCloud Servers 

However, you will not be able to enroll in the Apple Developer Program using a MacinCloud server. You must bring your own existing Apple Developer account to use with MacinCloud services. For additional information, see Apple's Official documentation on how to enroll in the Apple Developer Program.
